Government goals and quotas sound like a good idea to increase productivity, and I’m sure the bureaucrats who come up with these arbitrary figures are well meaning. In order to bribe their constituents for votes they have to come up with something. However, as usual in politics, well meaning acts have unintended consequences. A case in point:
